Job Description:
Title: UABOS Spain: Chief Maintenance Engineer/Energy Manager
Plans purchases for standard or specialized services, basic products and/or minor construction contracts and in-house work where design is not required, requirements are standardized within established competitive market, and price competition exists. Also, maintains and manages utility contracts including validation of utilities invoices, investigating the most cost-effective utility agreements with local utility companies, and managing an energy management program.
Main Duties:
1. Reports directly to the CE Operations Chief and/or assigned supervisor. Ensures that all duties assigned are completed in an efficient way and within the established deadline.
2. Review requisition package to verify adequacy and integrity of description, consistency and compliance with administrative requirements, regulations and procedures.
3. Supervises construction management section in contract execution by site visits, inspections, progress reports, progress meetings and contractor metric analysis to comply with performance standards, applicable laws, delivery timelines, payment dispositions, inspections, progress reports and other requirements established in the contract.
4. Conducts conference with contractors to clarify questions on contractual requirements, such as invoice procedures, materials presentations, and socio-economic clauses.
5. Prepares contract amendments, supporting documents for contractual actions.
6. Identifies potential problems and makes recommendations for consideration.
7. Serve as central point of contact in purchases assigned in order to answer questions and resolve discrepancies/routine problems or help resolve technical problems.
8. Manages energy program by developing annual energy management plan, conducting quarterly energy meetings, promoting energy awareness, providing monthly utility reporting, and conducting facility energy and water conservation audits.
Knowledge of contracting methods usually used and sufficient types of contracts to perform price analysis duties / anticipated-subsequent costs and/or contractual costs when the contract actions are previously and well defined. Knowledge of the commercial practices and market conditions related to the technical and program requirements to help customers develop requirements and evaluate the response capacity of the proposal, subcontractor’s responsibility and subcontractor’s performance. Knowledge of the sufficient formal publicity to solicit proposals to obtain a variety of requirements from standard to specialized services, basic products or construction. Knowledge of the sufficient techniques of price/cost analysis to perform basic analysis for fix price contract or similar, when the historic data of price and precedents are applicable. Knowledge of the sufficient techniques of contract negotiation to negotiate or administer contracts where contract actions are well defined and well preceded. Knowledge of the techniques to write reports to present factual information with clarity, draft contracting memos, contractual provisions and supporting documents. Ability to communicate effectively both verbally and in writing. Shall comply with safety regulations of Royal Decrees, OSHA regulations and USAFE safety regulations, and local Laws and Regulations. Shall have knowledge of the USAF directives. Shall comply with the appropriate regulations, plans and USAF, KBR & Spanish Law directives. Shall perform other duties when assigned supporting other sections or special projects. PREFERRED QUALIFICATIONS AND SKILLS REQUIREMENTS:
Is required to have a US driver’s license and be capable of using US government vehicle operators. Will be able to operate all normally assigned vehicles and equipment. Normally, employee shall wear issued personnel protective equipment (for example, safety shoes, gloves, eye protection, etc.) or any other items required to perform assigned duties.

Minimum Qualifications:
1. Must have Associates degree or equivalent from an accredited college or university IAW UABOS PWS, para. 3.39.10.2.
2. Shall have technical studies or equivalent.
3. Ability to communicate in native language.
4. Must have English Level III on reading, writing, and oral expression.
5. Must have US driver license.
