Job Purpose
Ensure alignment with yearly business plan while achieving departmental targets in the development sectors under various Public-Private Partnership (PPP) streams, including soft infrastructure, water, renewable energy, green hydrogen, CCUS, and sustainability business.
Key Accountability Areas Key Activities
Strategic Financial Leadership
- Develop and implement the financial strategy for PPP projects, aligning with organizational goals.
- Provide strategic guidance on financial structuring and modeling for PPP projects, including investment appraisals and financial forecasts.
Financial Planning and Analysis
- Oversee preparation of financial plans and projections for PPP projects.
- Conduct financial analysis for decision-making, including risk assessment, cost-benefit analysis, and scenario planning.
- Monitor project budgets and expenditures, ensuring alignment with project milestones and objectives.
Stakeholder Management
- Serve as primary financial liaison between public sector stakeholders, private partners, and internal teams.
- Negotiate financial terms and agreements with partners and stakeholders to ensure favorable outcomes.
- Present financial reports and updates to senior management, government officials, and other key stakeholders.
Financial Risk Management
- Identify and mitigate financial risks associated with PPP projects.
- Implement risk management strategies and contingency plans.
- Ensure compliance with financial regulations and industry standards.
Investment and Funding Management
- Oversee identification and securing of funding sources for PPP projects.
- Manage relationships with financial institutions, investors, and other funding sources.
- Ensure effective financial resource allocation for PPP projects.
Project Financial Reporting
- Develop and maintain financial reporting systems for PPP projects.
- Prepare and present regular financial reports, including performance metrics.
- Ensure transparency and accuracy in financial reporting.
Team Leadership and Development
- Lead and mentor finance teams for PPP projects, fostering a high-performance culture.
- Oversee recruitment, training, and development of finance personnel.
Strategic Partnerships and Innovation
- Identify opportunities for innovative financial solutions and partnerships in PPP projects.
- Recommend improvements to financial processes and systems.
Investor Attraction and Management
- Develop strategies to attract investors for SPVs established for PPP projects.
- Create compelling investment proposals.
- Build and maintain relationships with potential and existing investors.
