We would like to join a Requirement, Change and Configuration Manager will be part of our Project Execution International Team to support our international business across the whole globe.
OBJECTIVES & GOALS
The Requirements Manager (RM) supports the project manager and the project team as an expert and partner with the aim of ensuring that all internal and external requirements and conditions laid down in respect of the project are fully recorded and tracked, and that proof of compliance is documented. The RM coordinates implementation of the processes for identifying and tracking project requirements, and for documenting compliance with these requirements and correct adherence to the RM process. The RM is responsible for administering the recorded requirements using an RM tool, supports the users of this application, and facilitates the preparation of project-specific reports and metrics.
The Change Manager (ChM) is responsible to follow a structured approach with processes to ensure that changes to a project's scope, objectives, timeline, or deliverables are effectively managed. It involves preparing and supporting the project team to embrace and adapt a holistic process to consider changes initiated within a project.
The Configuration Manager (CM) manages and controls changes to configuration items (project deliverables, documentation, software and other components) throughout the project's lifecycle, in line with industry standards and business regulations. It involves identifying and documenting the attributes of the project's products and components that need to be controlled and tracked. This ensures that any changes are evaluated, approved, and documented properly, maintaining consistency and reducing errors. Additionally, configuration management includes recording and reporting the status of configuration items, ensuring that their current status of the (sub)system, product, or installation configuration, is always known and documented.
MAIN TASKS & RESPONSIBILITIES
As Requirement Manager, you are responsible for:
1. Providing the necessary tools and structures for processing requirements.
2. Planning and coordinating the project in the requirements management tool and helping to prepare the requirements documentation as requested by the project team.
3. Ensuring the integrity of the requirements in accordance with the rules specified in the requirements management process and requirements management plan.
4. Providing the controlling instruments necessary for the RM tool.
5. Providing the project-specific reports.
6. Ensuring adherence to the agreed time and expense for requirements management (normally, planned hours) in the relevant projects, depending on project duration, and ensures that any deviations are clearly communicated.
7. Preparing, coordinating, implementing, and maintaining the RM plan.
8. Identifying the sources of project requirements (such as customers, standards, conditions) in consultation with the project manager and all relevant project participants, and transferring the details to the RM tool.
9. Maintaining and continuously updating the requirements documentation (e.g. requirements database, functional specification, system requirements specification, application conditions).
10. Assisting the project team from a methodology perspective with the specification, tracking, and processing of requirements, and with the preparation of the system architecture and technical interfaces.
11. Reporting the latest status of requirements management on demand.
12. Participating in reviews and approving RM-relevant documents.
13. Preparing baselines and associated documentation in the form of requirements verification reports as a basis for verification, validation, and expert appraisal.
As Change Manager, you are responsible for:
1. Checking of the technical Change Management requirements for the project (e.g. customer contract, process, tool, interfaces).
2. Definition of the project specific Change Management process.
3. Creation, update, and communication of the project-specific Change Management plan.
4. Set-up, maintenance and administration of the Change Management environment and the associated Change Management structures within the project and the corresponding tools.
5. Perform project specific Change Management planning in close cooperation with PM, and TPL.
6. Training and support of project members on Change Management process and tool.
7. Ensuring the adherence to the processes described in the Change Management plan.
8. Monitoring the adherence of the defined processes while processing open technical changes.
9. Controlling of open technical changes.
10. Preparation, managing, moderation and leading the Change Control Board (CCB) or other comparable decision-making rounds.
11. Control of changes within the framework of the CCB or comparable decision-making rounds (e.g. Acceptance, Rejection, Postponement of changes etc.).
12. Ensuring the in-time closing of changes after successful verification / validation in coordination with the defined roles within the project according to the Change Management plan.
13. Creation of Change Management reports for status tracking and control of changes in the project.
14. Develop change management baselines for proper project management.
As Configuration Manager, you are responsible for:
1. Planning, execution and monitoring of configuration activities according to international standards and business regulations.
2. Configuration management activities according to the process or organization-specific regulations (CM planning, configuration identification, change control of configurations, configuration accounting, configuration audit).
3. Training regarding CM processes and tools.
4. Checking of the CM requirements for the project (e.g. customer contract or project specification).
5. Set-up, maintenance and administration of the CM environment and the associated CM structures within the project.
6. Coordination, creation, updating and communication of the project-specific Configuration Management plan.
7. Coordination of internal and external CM-related subcontracted items.
8. Documentation and reporting of product configuration information (e.g. baselines for (sub)systems, products or installations).
EXPERIENCE, KNOWLEDGE & SKILLS
* Business Administration degree or relevant experience in a related field.
* 5+ years' experience in large scale industrial projects, preferable railway infrastructure solutions, working as requirement, change and/or configuration manager.
* Mandatory knowledge of DOORS (RM) and ChampFX (ChM).
* Knowledge of other tools is valuable (Polarion, ClearQuest, JIRA, Teamcenter...).
* You can act as expert consultant for these disciplines and develop new processes, methods and tools with the support departments (e.g. Digital Hub, BIM Office, etc).
* You can lead these activities for the entire project team, both offshore and onshore.
* Continuous development and reinforcement of the requirement management process in the international business.
* Establishing a Change Management culture within the international business and making PMs, CPMs and other stakeholders aware of its importance.
* Create awareness of Configuration Management activities and impact in the project lifecycle of large scale railway projects, such as High Speed Lines (ERTMS L2) and fully automated metro systems (GoA 4).
* Strong leadership and communication skills, both orally and in writing.
* Excellent collaboration skills with internal and external stakeholders. You can lead user groups and support the delivery and promotion of the Siemens Mobility Spain strategy in project management with reluctant units.
* Experience in analytical reporting.
