HUMAN RESOURCES TECHNICIAN (MGMT 2025-02)
The ICIQ is looking for a Human Resources technician to promote the identification of outstanding researchers and meet their training and development needs, especially at doctoral and postdoctoral levels, in addition to the structural staff who are part of the institute. This person will be key in attracting talent, ensuring OTM-R selection processes and establishing strong relationships with applicants and employees globally. In addition, the candidate will manage the performance evaluation, manage the internal training of the institute in order to demonstrate the positive impact of the learning initiatives.
Reporting directly to the HR Director of the ICIQ, the candidate must have experience in recruitment, management and processing of training, and active participation in job descriptions. A strategic mindset, communication skills and teamwork will be valued.
Responsibilities
* Identify training needs and promote the development of doctoral and postdoctoral researchers.
* Work as a team to produce training programs that are satisfactory for all relevant parts of the organization, from technicians to department heads, producing training materials for internal courses.
* Management of bonuses at FUNDAE.
* Participate in the new calls at the ICIQ, including the publication of the position and in the hiring process, conducting interviews, calls for pre-selection, etc.
* Organizing and/or attending job fairs, assessment centers or other events.
* Collaborate in the drafting, updating and implementation of internal policies.
* Ensure that public sector procurement regulations are complied with.
* Participate in the fulfillment of the action plan of the "HR Excellence in research" seal of excellence, Gender Equality plan and LGTBIQ+ plan.
* Processing of agreements with universities and/or other entities for the mobility of external researchers who visit the ICIQ.
* Participation in job descriptions and job evaluations.
* Provide support, when necessary, to the personnel administration unit within the areas of competence of the unit, such as interacting with the administrations and preparing the necessary documentation.
Requirements
* University degree in labour relations and employment.
* Minimum experience of 3 years performing selection tasks.
* Good level of English (C1), Catalan (advanced level, preferably C1) and Spanish.
* Having worked in the public sector is valuable.
* Advanced knowledge of office automation (Office 365).

* Knowledge of selection tools (Teamtailor).
* Advanced knowledge of administrative processes related to hiring (registrations, terminations, leaves of absence, reductions in working hours).

Selection Process
ICIQ’s Selection Process Usually Entails The Following Phases
* Pre-selection: The pre-selection process will be based on qualifications and expertise as reflected on the candidates’ CVs. This phase is merit-based.
* Interview: Preselected candidates will be interviewed by the Hiring Manager of the position and the appointed Selection Committee.
* Offer Letter: Once the successful candidate is selected, the People Unit will extend a Job Offer, specifying the start day, salary and overall job conditions.
