Carry out subcontract administration activities in accordance with appropriate and current project specific procedures project instructions corporate contract execution procedures construction work practices management instructions project schedule and budgets.
At the start of the works arrange meetings to instruct construction contractors on the procedures of administration (preparation of accounting evaluation of extra works interim and final payment certificates etc.)
Ensure timely receipt from contractors of copy of all Insurances required by the contracts.
Review in detail and approve the construction contractors interim payment certificates in accordance with the Project Construction Contracts Administration Procedure get Construction Manager signature for confirmation of work executed and issue to Company Contractors the authorizations for invoicing.
Expedite and ensure timely receipt of accountings from contractors. Review the accounting submitted by Contractors checking in detail quantities (to be calculated in accordance with the drawings issued for construction and in accordance with the Methods of Measurement) correct application of unit prices (to be in accordance with the contract price list and contract requirements) correctness of all calculations (arithmetic).
Assure that extra works claims back charges penalties and close out of the contract are performed / processed in accordance with the Project Procedure.
Ensure that the final payment certificate contains:
Contractors close out letter (issued by Contractor)
Draft of the Bank Guarantee (issued by Contractor)
Certificate of completion (signed by Contractor and by Construction Manager)
Certificate of technical acceptance (signed by Contractor and by Construction Manager).
Assist the Yard Manager in resolving disputes (if any) with contractors about contractors contractual obligations and participate as required to the site meetings with contractors. Prepare together with the Yard Manager the claims preliminary assessment and assist up to claims final settlement.
Check and ensure receipt of all contract documents from Home Office.
Ensure receipt of copy of all drawings issued for construction to be kept properly filed for accounting records purposes.
Ensure that all contract and accounting documents are properly filed and in auditable conditions.
Prepare and transmit to the Home Office Coordinator of Subcontract Administration the draft of contract amendments due to extra works back charges claims.
Check in detail the accounting submitted by contractors for the "unit prices contracts" in particular verify quantities (to be calculated in accordance with the drawings issued for construction and in accordance with the Methods of Measurement). Verify all calculations (arithmetic).
Coordinate all commercial and contractual activities concerning construction and services contracts including start of work technical acceptance and work completion statements closeout activities and the return of all relevant records to home office for archiving.
On behalf of the Yard Manager receive correspondence from the contractors and draft replies. Set up and maintain the project central filing system for field construction contracts operations.
Ensure that all site meetings with contractors follow a structured agenda (where appropriate) and prepare notes of meeting for record purposes.
Prepare together with the Construction Manager the Performance Evaluation of all contractors and ensure transmission to the Home Office Coordinator of Subcontract Administration.
Requirements
Professional Experience (at least 10 years) in Oil and Gas industry.
Advanced knowledge of various model forms of construction and other contracts and a proficient knowledge of when and how they are used
Understands and has detailed working knowledge of the commercial aspects of construction contracts.
Understands and can evaluate complex commercial submissions.
Has advanced knowledge of terms and conditions of contract and is able to evaluate complex contractor exceptions and know when to seek expert advice.
Is able to carry out detailed analysis and provide recommendations relating to contract changes deviations and resulting claims.
Able to undertake any commercial negotiation for claims settlements or dispute resolution proceedings
Intermediate level office computing.
Good interpersonal skills with sound written and oral communication skills capability to work cooperatively in a multicultural/international team.
Ability to communicate in an articulate manner with clients consultants and construction contractor.
