Due to the exciting expansion of an existing multi-country partnership with a leading insurance organisation, we are looking for a buyer to manage all purchasing activities relating to external consultant requirements in Spain. Considered as an extension of their own procurement function, Hays has been partnering with our key strategic client to provide an outsourced team of procurement-focused professionals since 2019.
Based onsite at the client as well as at Hays offices (hybrid working), you will be responsible for purchasing services from both IT and non-IT service providers on a ‘time and materials’ (daily rate) basis in Barcelona. Your role will include ensuring that all new service requests have the required approvals, the distribution of RFPs to the supply chain, the review of bids submitted by suppliers, negotiation of rates with suppliers, and the updating of systems to provide visibility of all purchasing activity under your remit.
A summary of primary responsibilities is as follows:
* Developing strong working relationships with business stakeholders, building trust through successful delivery of compliant procurement processes
* Working with leadership (e.g. Procurement, Finance, Department Heads) to ensure that all projects have the required approvals prior to proceeding with purchasing requests
* Partnering with business owners (e.g. managers) to validate the project requirements
* Launching RFPs in order to source highly skilled (often IT) resources to deliver project requirements
* The review of bids submitted by suppliers, and shortlisting of the most relevant consultant profiles for manager review
* Negotiation of daily rates with the suppliers in order to achieve cost savings for the client
* Ensuring correct contract documentation is issued, and that the required purchase orders (POs) are obtained
* Collaborating with colleagues to ensure that all onboarding activities for project resources are completed in a timely manner
* Ensuring that the vendor management system (“VMS”) and other client IT systems are updated in a timely and accurate manner
* Providing regular status updates and reporting to procurement leadership, ensuring accurate visibility of RFP activity at all times
Reporting to the Client Manager for the service, you will be in daily contact with a wide range of stakeholders linked to the outsourcing programme: Procurement Managers, Client requesters (e.g. managers requiring procurement support), Suppliers, Consultants, and other team members.
As the ideal candidate you:
* Are experienced in purchasing / supply chain activities, preferably having previously sourced consultants to deliver services on a “time and materials” basis (e.g. daily rate IT / non-IT professionals)
* Have a proven track record of successful negotiations with suppliers
* Possess excellent interpersonal and influencing skills
* Are comfortable working autonomously, whilst also being team-oriented
* Have fluent English language skills
